Phase I EPA Site Compliance

The National Pollutant Discharge Elimination System (NPDES) was first issued by the United States Environmental Protection Agency (USEPA) in 1990 under the Clean Water Act (CWA). This legislation, referred to as Phase I, addressed storm water runoff from the following locations:
  • "Medium" and "large" municipal separate storm sewer systems(i.e., not combined with sanitary sewers) generally serving populations of 100,000 people or greater.

  • Construction activity disturbing 5 acres of land or greater.

  • Ten categories of industrial activity.
